Wholesale Cannabis Sales Show Modest Increase in BC in Q1 2025, Direct Delivery Bounces Back

Wholesale cannabis sales in BC showed modest increases in late spring, while the province’s direct delivery program showed notable increases.

BC’s cannabis distributor wholesaled 39,677,701 grams of cannabis in April, May, and June 2025 (Q1 2025), for a total of $150.5 million in wholesale sales.

This represents a 9% year-over-year increase in grams sold and a 7.1% increase in wholesale dollars compared to Q1 2024. 

The average price per gram of $3.79 was down 1.7% year-over-year, but remained level with the previous quarter. The $3.14 average gram price for cannabis flower was down 1.4% compared to the same period one year ago, and down just one cent from the previous quarter. 

The number of cannabis stores in BC increased to 521 in Q1 2025, up from 505 in Q1 2024 and 513 in Q4 2024.

Wholesale sales of 3.5 gram skus in grams sold declined by about 22% while 7 gram skus increased by 16%, 14 and 15 gram skus increased by 22% and 28 gram skus decreased by just under 3%.

Wholesale sales of inhalable extracts such as vape pens, extras, and infused pre-rolls showed the most significant year-over-year increase in Q1 2025 at 14.9% in dollars sold, while cannabis edibles showed the biggest year-over-year increase in units sold at 21.1%.

Vape cartridges declined by about 2% in terms of dollars and units sold, while disposable pens (All in One or AIO) increased by 126.2% in terms of dollars sold and 83.3% in units sold compared to Q1 2024.

Infused pre-rolls increased by 19.1% in dollars sold compared to Q1 2024 and 6.6% in terms of units sold. Resin and rosin sales increased by 7.7% in dollars sold and 3.5% in units sold. 

Cannabis beverage sales increased from Q1 2025 by 7.4% in terms of dollars sold and 3.1% in units sold. 

Cannabis flower declined by 1.2% in terms of dollars sold and 6% in terms of units sold. 

Cannabis pre-rolls (non-infused) increased by 8.5% year-over-year in terms of dollars sold and 10.6% in terms of units sold.

Cannabis seed sales declined by 20.3% compared to the same period in 2025 and 18% in terms of units sold. 

Cannabis topicals sales increased by 29% year-over-year in dollars sold and 4.6% in units sold. 

Ingestible extracts (oils and capsules) declined 3.4% in terms of dollars sold compared to Q1 2024 and 11.2% in units sold. 

Direct Delivery

Wholesale sales through BC’s direct delivery program, which allows some producers to ship products directly to retailers, by passing central delivery, increased by 23.4% in /Q1 2025 compared to Q1 2024, and 10.2% in terms of dollars sold. The price of cannabis sold in the Direct Delivery program decreased by 10.7%, while the price of dried flower decreased by 1.5% 

Direct Delivery sales increased even more compared to the previous quarter (Q4 2024), with 761,891 grams sold in Q1 2025 compared to 490,587 in Q4 2024. 

BC wholesaled $3.3 million through direct delivery in Q1 2025, up from $2.4 million in the previous quarter. 

Cannabis flower and non-infused pre-rolls made up the majority of direct delivery wholesale sales at 68.1%, followed by inhalable extracts at 24%. Cannabis plants/clones made up 3.1% of wholesale sales in this category.

While Direct Delivery had declined for several quarters, wholesale grams sold increased in Q1 2025 to just below the high-water mark set in Q2 2023. The program was launched in Q2 2022.
